To the government of Panama,

We the undersigned would like to express our deep concern and opposition to the Hydroelectric Dam, which is currently under construction in “El Valle” in the San Carlos district. We believe that the Dam could cause immense harm to the environment both within the valley and to the coastline where the river empties into the sea. Hydroelectric Dams have been scientifically proven to harm the environment in numerous ways, many of which the Government of Panama will be fiscally responsible for in the future. The current industries of farming and cattle-ranching in the valley will be negatively impacted, as will the fishing in the ocean near the rivermouth. Furthermore, swimming, surfing, and other water sports in the adjacent ocean environment will be negatively impacted due to the disappearance of sand from the beach. Overall, the negative impacts to the environment and the beautiful natural coast far outweigh the economic benefits that Hydroelectric Dam will bring to the region.

We urge you to deny the permits that have allowed to “Hidroelectrica San Carlos” to construct this dam, which did not undergo a necessary environmental impact report, and to halt construction of the dam immediately. We also urge you in the future to require all dam projects in Panama to adhere to strict environmental standards, to ensure the health of the environment and the future success of the Panamanian economy.
